Constitution By-Laws

ARTICLE II
Section 1. Membership Requirements.

Requirements for active membership, to become an active member, a person shall:

a. Be a member of B. A. S. S. (to include State and Federation membership).
b. Express an interest in membership.
c. Fish one club tournament as a guest.
d. Be voted on by membership at the next meeting, with guest not present. Vote shall be secret ballot; affirmation
by majority vote.
e. Be at least 21 years of age.
f. Full membership shall be awarded upon payment of all dues including hat and shirt.
g. The official shirt will be a Khaki shirt with club logo.
h. Potential members must be nominated by a member in good standing and complete a member information sheet
prior to fishing his guest tournament.

a. A member may be removed from membership for failure to meet membership requirements.
b. Members failing to attend one half of annual club functions or failing to attend six consecutive club functions without notice will result in removal from membership.

b. Members failing to attend six consecutive club functions without notice will be automatically moved to the inactive membership roster and name removed from the standings list.
If an inactive member returns too active membership only then will his name be added to the standings list. Members failing to attend one half of annual club functions without notice will be removed from membership.

"Reason"

The failing to attend six consecutive club functions without notice will result in removal from membership rule is a bad rule :O(… Due to the cost of joining our club, we as members should give every member a chance to remain in club.

a. A nominating committee chaired by the president and two active members will submit a slate of nominations at the september meeting. Nominations from the floor will also be accepted at the September and October meetings.

a. A nominating committee, chaired by the president and two active members, shall seek out members that would be willing to serve as an officer in the upcoming fishing year. The committee will provide the list of members willing to serve in each office to the membership at the sept. meeting. Nominations will also be accepted from the floor at the September and October meetings.

"Justification"

This will give more specific directions to the committee, while removing any possibility from the committee influencing the vote by recommending one member of the other.

Section 1. Tournament

a. Club tournaments will be conducted in accordance to Tournament Rules.
b. Tournaments will be held the weekend following the club meeting except in those cases where the scheduled
state federation tournament will be in conflict with the PHH tournament. The dates of those tournaments will be
decided by the tournament committee and published in accordance with tournament rule #4
c. The competitive fishing year will run from November through October with the Fish-off being the last tournament
of the competitive year.

We are no longer a B.A.S.S. club so the state federation tournament schedule should no longer be a consitderation when we schedule our tournaments.

1. In order to receive credit for fishing a club tournament, a member must be in good standing. Dues and tournament fees paid up to date prior to starting the tournament.

1. In order to receive credit for fishing a club tournament, a member must be in good standing and complete said tournament. If a member fishes only 1 day of a 2 day tournament he must be present at that weigh-in to receive credit. Dues and tournament fees must be paid up to date prior to start of tournament.

All this rule does is inforce in writing what the board considers as SOP.

3. Normally there will be one monthly club tournament. The Tournament Director will have the authority to
reschedule or delay the tournament due to emergencies, severe weather, etc. The future of the rescheduled
tournament will be decided at a special club meeting or the next regularly scheduled meeting.

3. Normally there will be one monthly club tournament. The Tournament Director will have the authority to
reschedule or delay the tournament due to emergencies, severe weather, etc. The future of the rescheduled
tournament will be decided at a special club meeting or the next regularly scheduled meeting.
3a. Summer season tournaments shall have a weigh in time of 2:00 p.m. for the months of June, July and August. All two day tournaments will have a weigh in at 1:00 p.m. on the second day.

12. A five fish limit is allowed each fisherman per day unless state or local laws restrict limits to less. Fish must be
a minimum of 12 inches long, unless otherwise restricted by state or local laws. Tournament Director will measure
the fish with the mouth closed and tail pinched together to obtain the measurement. Contestants weighing in
undersized fish will lose that fish and their largest fish of the day. The decision of the Tournament Director is final.
Contestants weighing in dead fish will be penalized 0.2 lb. per dead fish. Late arrivals will be disqualified unless
ruled by the E-Board to have been late due to assisting a boat in distress. Tournament winners and places will be
determined by the total weight of the catch less any penalties.

Tournament director will measure the fish with the mouth closed and tail pinched together to obtain the measurement. Contestants weighing in undersized fish will lose that fish and their largest fish of the day. The decision of the tournament director is final.
Contestants weighing in dead fish will be penalized 0.2lbs per dead fish. Late arrivals will forfeit all fish points. Contestants who elect to leave the tournament prior to the final weigh-in ( the second weigh-in for split or two day tournaments) will be disqualified, forfeiting all fishing points, tournament points and shirt and hat points. Tournament winners and places will be determined by the total weight of the catch less any penalties.

"Reason"


In simplified terms, lose everything except tournament points if your late to the weigh-in. If you decide to leave early from a tournament, your disqualified and lose all points.

In the case of a break down, fish may be brought to the scales by the boaters partner, provided he can get another club boater to bring him in. If a boater is fishing by themselves and his boat breaks down, his fish may be weighed in by another club boat.

14. The three contestants recording the highest poundage at each tournament will be awarded cash prizes at the next meeting according to the following:
1st place 50% of Tournament Pot.
2nd place 30% of Tournament Pot
3rd place 20% of Tournament Pot
*In the event a place is not filled, any moneys from that place will be carried forward to the next "fish-off pot".

14. The four contestants recording the highest poundage at each tournament will be awarded cash and free tournament prizes at the next meeting according to the following:
1st place 50% of Tournament Pot.
2nd place 30% of Tournament Pot
3rd place 20% of Tournament Pot
4th place Next Tournament Free
*In the event a place is not filled, any moneys from that place will be carried forward to the next "fish-off pot". The 4th place winner can only use the Free Tournament on the next month's tournament. The 4th place winner must pay club big fish fee if he wishes to participate.

Increase tournament fees to $20.00

2. There is a tournament entry fee. One fourth of this fee will be placed in the fish off pot.

1st. place-40% of Tournament Pot
2nd place-30% of Tournament Pot
3rd place- 20% of Tournament Pot
4th place- 10% of Tournament Pot

*In the event a place is not filled, any moneys from that place will be carried forward to the next "fish-off pot".

"Reason"

This will increase payout places to four while at the same time increase the amount of payout to each of the top three places.

a. 2 points for attending the monthly meeting.
b. 3 points for fishing a one day tournament or one day of a two day tournament.
c. 6 points for both days of a two day tournament.
d. 1 point for wearing a Hawg Hunter shirt and hat in at least one day of a tournament.( a one year moratorium for "official" Khaki shirt is in effect until January 1, 1996.)
e. 15 points for 1st place, 14 for 2nd, 13 for 3rd, 12 for 4th, 11 for 5th, 10 for 6th, 9 for 7th, 8 for 8th, 7 for 9th, 6 for 10th, 5 for 11th, 4 for 12th, 3 for 13th, 2 for 14th, 1 for 15th.
f. In the event of a tie for a tournament the tied fishermen will be awarded an equal number of points by combining the points for the tied places.
In the event of a tie at the end of the year, the following tie breaker will be used in order:
1. The individual with the largest number of legal fish weighed in for the year.
2. The individual with the largest number of live fish weighed in during the year.
3. The individual with the heaviest tournament stringer of fish weighed in during the year.

1. The individual with the largest number of legal fish weighed in for the year.
3. The individual with the largest number of live fish weighed in during the year.
3. The individual with the heaviest tournament stringer of fish weighed in during the year.

"Reason"

This is a good rule…If a club member fishes a tournament and only brings in 1 keeper fish that is smaller than the 15th place fish, he should atleast be rewarded 1 point for his effort.

15 points for 1st place, 14 for 2nd, 13 for 3rd, 12 for 4th, 11 for 5th, 10 for 6th, 9 for 7th, 8 for 8th, 7 for 9th, 6 for 10th, 5 for 11th, 4 for 12th, 3 for 13th, 2 for 14th, 1 for 15th.
Any member with a legal keeper fish will receive 1 point.

"Reason"

This is another good rule…This will give the lesser fisherman who is always there the opportunity to achive extra standing points from members who don't attend meetings, tournaments ect.
This rule will also keep the big boyz on there toes.

b. fishing points (3 points) will be awarded to any contestant that showed up and fished the tournament
regardless if he has to leave early or showed up late at the weigh in.

c. 6 points for both days of a two day tournament.
d. 1 point for wearing a Hawg Hunter shirt and hat in at least one day of a tournament.( a one year moratorium for "official" Khaki shirt is in effect until January 1, 1996.)
e. 15 points for 1st place, 14 for 2nd, 13 for 3rd, 12 for 4th, 11 for 5th, 10 for 6th, 9 for 7th, 8 for 8th, 7 for 9th, 6 for 10th, 5 for 11th, 4 for 12th, 3 for 13th, 2 for 14th, 1 for 15th.

17. All tournaments shall be live release. Fish shall be placed in plastic bags provided by the weigh master.
The weigh master will remove fish from the bags, weigh them and return them to them bags.
Fish that show any sign of life will be considered live. Members may keep a lunker for mounting.

All tournaments shall be live release. FISH WILL BE BROUGHT TO THE WEIGH MASTER, PLACED IN A PLASTIC BAG PROVIDED BY THE WEIGH MASTER, WEIGHED IN THE PLASTIC BAG, THEN RETURNED TO THE ANGLER FOR RELEASE. Fish that show any sign of life will be considered live.
Members may keep a lunker for mounting.

23. Members in good standing shall be allowed to bring a guest to one tournament each year.
A guest is defined as a non-potential member. The guest name will be included in the draw and will fish as a non-boater. The guest may only participate in the big fish pot.
The guest will share the boaters expenses just as our non-boaters do.

23. Members in good standing shall be allowed to bring a guest to one tournament excluding the October Fish Off Tournament each year. A guest is defined as a non-potential member.
The guest will be able to fish with member but must participate in the big fish pot. The guest will share the boater's expenses just as our non-boaters do.
All regular members ( boater/nonboater) must be seated before this rule can apply.
